Institutional Support (OI)
The Independent Observer is a legal person recruited through a call for tenders by the Organ responsible for the regularization of public contracts inorder to ensure: (i) compliance with the regulations, (ii) rules of transparency and (iii) principles of fairness in the public procurement process.
Through this service:
- We attend procurement commission sessions as well as bid analysis sub-commission work sessions.
- Evaluate the process by pointing out at each stage, breaches of compliance with the regulations, the rules of transparency and the principle of fairness.
- Note the practices contrary to good governance in the public procurement process, particularly in cases of influence peddling, conflict of interest or insider trading.
Based on our reports, the public procurement authority can invalidate a procurement process marred by irregularities with regard to the regulations governing the public procurement sector.
